So the fact that there are people able to do the intercepts, and this was massive amounts of traffic being intercepted, there are other people who are also probably doing massive amounts of intercept. 20 years ago, I know that basically every phone booth in France, the French government had an effort and was analyzing all of the voice communications via those cell phones, or by the telephone booths.
