ITU-T has assigned part of the country code for Universal Personal Telecommunication (UPT) to VISIONng for deployment of a UPT Service:
+878 10
As of May 2002 VISIONng received ITU-TSB permission and an ENUM Delegation from RIPE NCC; BearingPoint Inc. acting as Tier 1 Manager, Telekom Austria acting as Tier 2 DNS.
These E.164 numbers can be used for both: IP-IP and PSTN-IP. See also [Stastny 2003].

As of 2009.08.20 the cost was £25.85 (including a 1 year registration). As of 2011.08.22 the cost is £12 per year + one time £10 registration fee.
As of today (2015), Nominet UK is the Tier 1 registry for UK ENUM.

[slide230] So along came a group called VISIONng Association, and they went to the ITU and said, you know, you have these numbers, that begin with +878 and we want a block of these numbers. And they said, You are not a country. but you have these numbers - they begin with +878. Does anyone know what the +878 numbers were assigned for? They're not a country country code. Sort of an interesting thing. So we have a country code that's not associated with a country. And the reason was that they were for vessels sail on the oceans which are not in a country, even though they are on the surface of earth, they're not in a specific country, and they needed to be able to have phone numbers that they could assign to people who were operating telecom services who were going about the ocean, and they had an 878 assigned for that. So they went and got assigned a block +878 10 assigned to them. And now you can go to this company and the pay them so much to register for it and now you can have an 878 10 phone number that will work anywhere in the world. Now it doesn't say what your charges will be if someone calls you at that number, but they can look you up.
